Open Question: Scored a 1460 on the GRE. Which universities should I apply to for an M.S. in Computers?

Hi, I recently sat for the GRE and scored a decent 800 (quant) + 660 (verbal). I was actually sure I would break 1500 but that's a different story. Now I'm considering where to go. I still need to sit for TOEFL (English is not my native language). I surmise I wouldn't have too tough a time tackling TOEFL. Working on that assumption, I shall quickly jot down what I've been thinking about for the past few days. 1. My financial limitation would be at max. a 37-38 grands and that too would make me a little uneasy. That is to say, I better be sure I'm getting value for my money (say a top 5 university). For a top 15, nothing more than a 28-30 grands. And I'm talking full two years here. 2. I have good undergrad grades and would want to consider applying to both stanford and berkley but neither of them seem to offer much financial aid to international students. 3. From amongst TAMU and Austin, which would be the better choice for an MS in computers? 4. How would you rate SUNY (State University of New York) and UFL (University of Florida)? 5. From amongst the 4 mentioned above (in points 3. and 4.) and GATECH (Georgia Tech.) and a U. Penn., which would be a better choice considering my financial situation? I know U.Penn. is supposed to be like an Ivy league and supposedly GATECH's also pretty good. (Feel free to correct me if I'm misinformed here!) 6.
